Regarding English Only in BroadCast

Alright... I want to be a little more strict on this. This is going down one of two ways.

1. A person Broadcasts in another language, he/she seems new and it's likely their first time, send them a whisper saying english only in BC please.

2. A person Bc's in another language, and they've been warned numerous times... DO NOT warn them again, report it and they will be dealt with. I am fed up with warning people and none of them listening, so no more.
